About this opportunity:
Reporting to the US Downstream Projects Supply Chain Manager, the primary purpose of this role is the overall management of project contracts from creation, revision, maintenance and close-out. This position will complete contracting, commercial strategies and plans for mid-size less sophisticated contracts in alignment with key business objectives. The Supply Chain Management Advisor will support the US Downstream SCM Projects Team, project management, and construction management teams. The SCM Advisor will make valuable contributions to projects, business units and to Cenovus’s Enterprise objectives.
This role will focus on tight-knit collaboration, agility and forward-thinking skills to respond proactively to changing dynamics & evolving demand. The incumbent will be an effective communicator, ensure appropriate messaging to key partners and have the ability to influence & identify common ground solutions.
Responsibilities:
- Implement SCM standard processes for Cenovus Sourcing activities, ensuring these practices are in accordance with Cenovus Operations Integrity Management System (COIMS), Cenovus SCM Policy, SCM Management System Documents and all other relevant regulations
- Develop Project or Scope specific Contracting Strategies for and Contract Execution Plans in support of Gate reviews and Project execution
- Provide oversight of Engineering & Procurement (E&P) Contractors in handling Project Contracting activities (per the division of responsibilities between Cenovus and E&P)
- Complete Pre-Award activities for main project services (Engineering, Fabrication, Construction Work Packages):

- Issue Expression of Interest (EOI) / Request for Information (RFI) and evaluation criteria in support of scope specific bidders’ prequalification
- Coordinate the evaluation of EOI, Bidders prequalification and shortlisting
- Coordinate the development of Bid Evaluation Criteria and Plan (BECP) with the Project Management Team (PMT) and Construction Management Team (CMT)
- Prepare commercial compensation structure for the Scope of Work (SOW) and conform the Request for Proposals (RFP)
- Issue the RFP and own the Bid process (as the Single / Focal Point of Communications with Bidders)
- Coordinate the evaluation process per BECP
- Conduct negotiations per approved negotiation plan
- Prepare award recommendations and Route for appropriate financial and commit authority approvals
- Issue Awards, onboard contractors and coordinate Kick-off meetings (with PMT/CMT)
- Conform the contracts and Route for execution by authorized personnel
- Prepare Contracts Briefs (Terms of Reference)
5. Complete Post Award Contracts Management (for contracts assigned to the incumbent) and support the management of Contractors Relationships:

- Support management of Contractors NCRs in accordance with the NCR process
- Lead and Report on approved contract values (e.g. up-to-date Current Contract Value, Forecast Contract Value Vs. Approved Contract Value) and spend against Approved Contract Value to ensure governance
- Handle the upkeep of Contracts Change Logs
- Route Change Orders or Amendments for approval per process & signing authority guidelines
- Work with Contractors to resolve day-to-day issues and expedite resolution
- Contracts Close-out and contractors off-boarding, and coordinate Contractors’ performance feedback per the Supplier Lifecycle Management requirements
6. Ensure all Contracting documentation is stored in the appropriate Contract Management Systems
7. Perform all other duties as assigned
Qualifications:
- Bachelor’s degree in an Engineering, Technical or Business field
- Minimum 8-years of overall experience
- Minimum 5-years of experience on projects
- A background in Oil & Gas / refinery / downstream projects preferred
- Maximo and/or SAP experience preferred
